FORESTRY COMMISSION EXPRESSION OF INTEREST (EOI)  FOR PARTNERSHIP FOR ECOTOURISM DEVELOPMENT OF THE SAKUMO RAMSAR, ALONG THE ACCRA-TEMA BEACH HIGHWAY

 

Introduction

The Forestry Commission, on behalf of the Ministry of Lands and Natural Resources, has the mandate to manage, forest and wildlife resources including Ramsar Sites, sustainably. The Commission also oversees and regulates the development of wildlife and timber industry to ensure that the nation derives optimum benefits, both direct and indirect, from these resources. 

Objective of the Assignment

In pursuit of this mandate, the Forestry Commission intends to enter into partnership with the private sector to develop the appropriate ecotourism and related infrastructure of the 1.6km2 Sakumo Ramsar Site. The purpose is to enhance its ecotourism potential and turn the area into a major ecotourism destination.

The Sakumo Ramsar Site is located along the Accra-Tema coastal beach Highway, within the Tema Metropolitan Area. The Reserve has enormous potential for ecotourism and currently serves as habitat for different species of migratory birds. and fishing grounds for the surrounding communities. The outlet into the sea provides limited water exchange between the sea and the lagoon.

Scope of Services/Expected Output

The Commission is seeking a partnership for the following:

  1. Creation of a fence-line around the core part of the Ramsar Site;
  2. Improve upon the exchange of water between the sea and the lagoon.
  3. Dredging of the lagoon to facilitate the development of a 50-bed luxury suite water bungalow,
  4. Operation of a cruise boat on the dredged lagoon,
  5. Development of viewing hides/platforms/board walks to enhance wilderness experience
  6. Other outdoor public recreation facilities such restaurants, picnic sites, children’s play grounds etc.
  7. Maintain the habitat for the resident and migratory birds;
  8. Promote artisanal and sport-fishing

Firm Structure

The Firm/ Service Provider must demonstrate financial strength.

The Firm/ Service Provider shall be requested to provide the following information:

  1.    An indication of the structure of company
  2.    Curriculum vitae and job descriptions of the key management staff
  3.    A written document of the company’s experience in setting up and operating comparable type of service.

Qualifications and Experience of Partner Firm

The Firm/Service Provider must be well-established with all valid statutory requirements that includes

  • Company registration certificates;
  • Certificate of Incorporation
  • Certificate to Commence Business
  • Tax Clearance Certificate
  • SSNIT Clearance Certificate
  • Tourism Operating Certificate etc., as required under the laws of Ghana.

Firm must show profitable records of sound financial standing or profitability for the last three (3) years. This must be supported with copies of annual reports and audited balance sheets for the last three years.

Experience with documentary proof in the development and operation of waterfront and shore-line recreational facilities is desirable.

Invitation

Accordingly, the Forestry Commission of the Ministry of Lands Natural Resources, on behalf of the Government of Ghana, now invites eligible Firms/Service Provider, with proven capabilities to indicate their interest in providing the services. Interested firms must also provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

The proposed Development Partner would be selected in accordance with the procedures set out in the Public Procurement Act, 2003 (Act 663) and amended version (Act 914) of the Republic of Ghana. The Selection shall be by “Qualitative Assessment method”. The shortlisted firms would be issued with Request for Proposal to enable them respond to the required Terms of Reference for the assignment.
